There is no way to only buy goods from your own factories. The problem that you are having may be that you are buying too small amounts of goods. I would always keep this off because currently it destroys your economy for little gain. There should be a small box in the trade screen that, if clicked, allows your POPs to buy from the stockpiles.
Not selling to your POPs should be the default option.
